Permit rules change at the city line. Inside Madera city limits, driveway approach and sidewalk work needs an encroachment permit from the City of Madera. Unincorporated communities like Madera Ranchos and Madera Acres fall under Madera County. Fresno, Clovis, and the other incorporated cities each have their own counters.
